As part of a multifactorial approach to address weak incentives for innovative antimicrobial drug development, market entry rewards are an emerging solution. Recently, the Duke-Margolis Center for Health Policy released the Priority Antimicrobial Value and Entry Award proposal, which combines a MER with payment reforms, transitioning from volume-based to “value-based” payments for antimicrobials. Here, the PAVE Award and similar MERs are reviewed, focusing on further refinement and avenues for implementation.

All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

As the gap between the world’s rich and poor grows wider and the limitations of institutional solutions such as foreign aid continue to be exposed, students of development are shifting their focus toward individualistic business-based solutions that seek to draw members of marginalized communities into the global marketplace. This focus on the individual, however, raises three interconnected issues: it privileges a view of the human person as individualistic versus relational, it proposes isolated solutions that are not scalable, and it can (...) leave would-be change agents feeling hopeless. Drawing on insights from sociology, political philosophy, and Catholic social thought, the current paper presents an alternative path to educating for an inclusive economy by arguing that our greatest structural challenges require us not to abandon institutional solutions but rather to develop better institutions rooted in a fuller notion of the human person. Specifically, by cultivating a mindset of relationality through immersion experiences and mindfulness practices, we propose that business education can empower students to develop hope-filled solidarity with the marginalized, understand their role in the global economic system, and as future business leaders, build virtuous institutions for the common good. The conflicts arising between the pedagogical preferences of the fields of instructional design and technology (IDT) and social foundations of education are substantial. This conflict is primarily one of pedagogical values separating the Social Foundations with its emphasis on critical and creative thinking and the presumption of value and theory neutrality inherent in IDT. This is a serious issue because, increasingly, educators use IDT models to translate Social Foundations courses with social justice and equity outcomes into online formats. Much is (...) lost. This article offers a discussion of the theoretical grounding of IDT (task-analysis) versus social foundations in regards to implications for the instructional social organization of online social foundations classrooms. This article uses the notion of signature pedagogy to describe sociocultural literacies as a basic tenet in social foundations of education. By doing so, it is demonstrated how these important theoretical positions are currently playing out in online instruction and space, to extend their relevance by introducing newer concepts such as Digital Cartesianism and copresence, and to provide a concrete example of what these concerns look like in the current push towards digital formats. In the current context of the use of electronic, social, communication, and mobile technologies in education, we find a new site to continue challenging the assumed neutrality of the technological model for education. We consider various curious features of general relativity, and relativistic field theory, in two spacetime dimensions. In particular, we discuss: the vanishing of the Einstein tensor; the failure of an initial-value formulation for vacuum spacetimes; the status of singularity theorems; the non-existence of a Newtonian limit; the status of the cosmological constant; and the character of matter fields, including perfect fluids and electromagnetic fields. We conclude with a discussion of what constrains our understanding of physics in different dimensions.

By around the age of 5½, many children in the United States judge that numbers never end, and that it is always possible to add 1 to a set. These same children also generally perform well when asked to label the quantity of a set after one object is added (e.g., judging that a set labeled “five” should now be “six”). These findings suggest that children have implicit knowledge of the “successor function”: Every natural number, n, has a successor, n (...) + 1. Here, we explored how children discover this recursive function, and whether it might be related to discovering productive morphological rules that govern language‐specific counting routines (e.g., the rules in English that represent base‐10 structure). We tested 4‐ and 5‐year‐old children’s knowledge of counting with three tasks, which we then related to (a) children’s belief that 1 can always be added to any number (the successor function) and (b) their belief that numbers never end (infinity). Children who exhibited knowledge of a productive counting rule were significantly more likely to believe that numbers are infinite (i.e., there is no largest number), though such counting knowledge was not directly linked to knowledge of the successor function, per se. Also, our findings suggest that children as young as 4 years of age are able to implement rules defined over their verbal count list to generate number words beyond their spontaneous counting range, an insight which may support reasoning over their acquired verbal count sequence to infer that numbers never end. Susan Schneider (2019) has proposed two new tests for consciousness in AI (artificial intelligence) systems, the AI Consciousness Test and the Chip Test. On their face, the two tests seem to have the virtue of proving satisfactory to a wide range of consciousness theorists holding divergent theoretical positions, rather than narrowly relying on the truth of any particular theory of consciousness. Unfortunately, both tests are undermined in having an ‘audience problem’: Those theorists with the kind of architectural worries that (...) motivate the need for such tests should, on similar grounds, doubt that the tests establish the existence of genuine consciousness in the AI in question. Nonetheless, the proposed tests constitute progress, as they could find use by some theorists holding fitting views about consciousness and perhaps in conjunction with other tests for AI consciousness. I provide some philosophical groundwork for the recently proposed ‘trans-Planckian censorship’ conjecture in theoretical physics. In particular, I argue that structure formation in early universe cosmology is, at least as we typically understand it, autonomous with regards to quantum gravity, the high energy physics that governs the Planck regime in our universe. Trans-Planckian censorship is then seen as a means of rendering this autonomy an empirical constraint within ongoing quantum gravity research.

This expansion of the theme outlined in Professor Easton's article of 1962 gives us fulllength accounts of the careers and ideas of four picturesque characters of the Ohio River Valley during the 19th century. The four had little in common except Hegel, and even him they did not really share, for they interpreted him differently and used him for different interests. The author is somewhat generous in calling them "Hegelians" and "followers" of Hegel, for like practically all those Americans who have been influenced by Hegel, they followed him at a safe distance and not very long. But this diversity makes Easton's account all the more fascinating. He portrays not only four characters but also the culture of Cincinati and its environment. J. B. Stallo is better known among American historians and philosophers than the other three, and deservedly so, for he was more philosophical. But he gains in stature here, noteworthy not only for his philosophy of nature but also as a prominent citizen, judge of a Superior Court, and political leader of a large German community. Stallo had two very different careers: the early Catholic student and teacher of Oken's philosophy of nature, mixed liberally with Schelling's similar system and with Hegel's Encyclopedia and his Phenomenology. Emerson was probably right in getting out of Stallo's General Principles an idea of "nature's rhythmic unfolding" rather than an idea of historical dialectic. Then came the later Stallo (after 1855), a convert from Catholicism and transcendentalism to empiricism, and a devoted follower of Ernst Mach. It is this later Stallo, author in 1881 of The Concepts and Theories oJ Modern Physics, who is better known, and who used the term "relativity" to indicate that physics deals not with things-in-themselves but with the data given to observers. Peter Kaufmann is an excellent representative of those pietists who, when they came to the open spaces and free manners of America, made serious attempts to give their religious "perfectionism" a practical social embodiment in utopian, communal economies. He became a teacher in the Rappite "Community of Equality and Social Harmony" and after a few years founded his own "Society of Germans at Teutonia." The members of this society agreed to devote their communal surplus to the education of orphans, the conversion of Indians, the spreading of the Gospel to "the four corners of the earth", and publishing a weekly Herald o] Better Times. After four years of this Society he moved northward to Canton, Ohio, where he settled down comfortably as a publisher and promoter of public education. His major publication, The Temple oJ Truth, incorporated some ideas on dialectic taken from Hegel. He continued his contacts with many utopian communities and urged his fellow citizens to help in making the United States of America "a saviour nation of the rest of mankind." Moncure Conway, a native of Virginia and graduate of Dickinson College, became an itinerant Methodist minister. But in 1853 the Harvard Divinity School made a Unitarian of him and an enthusiast for the higher criticism of Strauss and the transcendentalism of Hegel. Nonetheless, I still find Lacroix' thoroughgoing teleological interpretation of Kant a bit bothersome, at points strained, although there is little doubt that teleology plays a large part in Kant's thought with respect to the realm of reason. Moreover, I'm not convinced that Kant's thought is as unified and internally (...) consistent as Lacroix would like to find it. In all fairness, however, it should be mentioned that he does not ignore the inconsistencies in Kant's thought. Lacroix' Kant interpretation certainly warrants serious consideration, for it has at least two outstanding features: It makes Kant's doctrine of the noumenal realm much more palatable than most other interpretations. Secondly, it goes a long way toward drawing out the full significance of Kant's comment, "I have therefore found it necessary to deny knowLedr in order to make room for jaith." And it is only by bringing out the significance of this statement that Kant's work can be shown to be primarily metaphysical in intention. Finally, the work's greatest virtue may be that it pulls the shroud of formalism off Kant's thought and shows it to possess a dynamic concern for living man, a concern that few, if any, have seen in it before. Incidentally, Lacroix' book is full of observations on the reception and interpretation of Kant's thought by various twentieth-century French philosophers, and these offer some nice insights into the different directions French thought is taking today. TED B. HUMPHREY Arizona State University Wordsworth--A Philosophical Approach. By Melvin Rader. (Oxford: The Clarendon Press, 1967. Pp. x -4-217.38s.) Wordsworth's poems have brought tears to many a rational mind, but Melvin Rsder manages to keep sane and sober while he expounds the poet's ideas in plain prose and interprets critically the wealth of feeling, imagination, metaphor and myth in which the ideas are clothed. This rendering of Wordsworth's mind is eloquent in its own way, sad performs a useful service to readers who are apt to miss the train of thought within the flow of poetry and of communion with the landscapes of the English Lakes. The analysis shows how, after an early enthusiasm for Locke's and Hartley's "chemistry" of experience, the poet expresses philosophically dimensions of human nature and experience that had been neglected by the more clinical models of "association~sm." Wordsworth's own statement reveals this aspect of his thinking: "Imagination...is that chemical faculty by which elements of the most different nature and distant origin are blended together into one harmonious and homogeneous whole" (p. 139). Here the words "different" and "d'tstant," as Racier points out, exclude the types of association by resemblance and contiguity that are basic to Locke and Hartley. The hberation of Coleridge, and the imaginative transcendence of Wordsworth from these limitations of rationalistic empiricism is a major theme of Rader's work. However, Ruder shows that much of Wordsworth's naturalism is traceable to Hartley's influence. Cudworth's "dynamic idealism" which pictured nature as alive and insisted on the power of ideas, was another major source. Shaftesbury's analysis of the emotional aspects of human nature which his tutor, John Locke, excluded from his Essay because they are not in "the understanding" was also an inspiration to Wordsworth. The definite conversion to transcendentalism was completed by the Kantian romanticists, who suggested to Coleridge that the categorical imperative could be transformed into an a pr/or/gospel. The subsequent divergence of Coleridge and Wordsworth is described in detail by Ruder, and reveals the fact that naturalism retained a stronger hold on Wordsworth than it did on Coleridge. Wordsworth did not follow Coleridge into his romantic spiritual nationalism, but developed a nature-mysticism and "animism" (to use Rader's term). Before examining de Moivre's contributions to the science of mathematics, this article reviews the source materials, consisting of the printed works and the correspondence of de Moivre, and constructs his biography from them. The analytical part examines de Moivre's contributions and achievements in the study of equations, series, and the calculus of probability. De Moivre contributed to the continuing development from Viète to Abel and Galois of the theory of solving equations by means of constructing particular equations, the roots of (...) which can be written in the form $$\sqrt[n]{{a + \sqrt b }} + \sqrt[n]{{a - \sqrt b }}$$. He also discovered the reciprocal equations. In the course of this work de Moivre discovered an expression equivalent to (cos α+i sin α) n =cos n α+i sin n α and, following Cotes, he succeeded in expressing the nth roots of unity in trigonometric form. In the theory of series, de Moivre developed a polynomial theorem encom-passing Newton's binomial theorem and, in particular, a theorem of recurrent series useful in the calculus of probability. The demands of the calculus of probability led de Moivre to an approximation for the binomial coefficients $$\left( {_m^n } \right)$$ for large values of n. The interaction between de Moivre and James Stirling, particularly in regard to the asymptotic series for log (n!), is treated at length. This work supplied the foundation for de Moivre's limit theorem for the binomial distribution. The calculus of probability, which occupied him from 1708 onward, became in time ever more the center of de Moivre's inquiries. Proceeding from contemporary collections of gambling exercises, de Moivre, by introducing an explicit measure of probability for the so-called Laplace experiments, found the beginnings of a theory of probability. De Moivre expanded the classic application of probability calculus to games of chance by addressing himself to the problem of annuities and by adopting Halley's work with its conception of “Probability of life”. With reference to Mead, Peirce, speech act theory, conversation analysis, and Luhmann's phenomenological grounded version of systems theory, the paper tries to reconstruct actions as products of communication. A triadic sequence is identified as the elementary unit for the intersubjective constitution of an act. This unit combines three achievements: (a) the constitution of meaning by sequential attribution, (b) the intersubjective coordination of attributed meanings, and (c) the reproduction of rules, guiding the process of constitution and coordination of attributed meanings. Then, (...) using the tools of systems theory and applying them to empirical results of ethnomethodology and conversation analysis, it is shown how the rule scheme is integrated in a triadic sequence, functioning on three different levels of communication. Finally, a specific form of repair after next turn is discussed, relating it to the function of preserving the structure of conversational types. The analysis of such conversational types opens a possible realm of cooperation between conversation analysis and Luhmann's version of systems theory. (shrink)

The Crapulli edition offers (a) a careful introductory study of the three sources; (b) the Regulae in the newly established Latin text, with the Dutch translation on facing pages and the variants in the footnotes; (c) notes containing the editorial apparatus; and (d) (...) an Appendix giving the contemporary texts relating to the Regulae more fully than does AT. 3. The Crapulli edition is superior by virtue of the meticulous care and balanced judgment that went into it, and because of its use of all three sources. One unexpected result is a much smoother, more idiomatic and therefore more readable Latin text. However, meaning is affected only in a few instances, despite the large number of new readings. Excepting trivial emendations (changed word order, better grammar, etc.) I find some twenty-two materiM changes. 0nly seven or eight of them alter the meaning significantly; none of them affects a vital text. Three examples must suffice (I cite page and line in AT, Volume X, and italicize CrapuUi's reading): 368.13 inductio/deductio; 448.26 relatum/rotatum; 46725 discursu/ decursu. 4. Scholars and translators will henceforth have to work with Crapulli's version, using their judgment where he, too, had to resort to conjecture. But Scholars are unlikely to abandon the habit of citing AT as well--it would make the use of earlier work difficult. Unfortunately Crapulli does not give a tabular concordance between his edition and AT (though he indicates the AT pagination), and the complex organization of his book makes correcting one's AT volume extremely time-consuming and tedious. It would be appropriate for the editors of the revised AT edition to provide such a concordance. Meanwhile a short list of the more significantnew readings may be obtained from this reviewer. Most important among these (with presumed dates) are : De Principlls Cognitionis et Actionis (1636); Logica (1645); Philosophia Prima (De Motu, Loco, et Tempore) (1646); First Draft of De Corpore (1648-49); Revision of this version (1651); Published version, De Corpore (1655). The first of these is known only through an English summary, discovered by Mario M. Rossi and discussed by him in his L'evoluzione del pensiero di Hobbes aUa luee di un nuovo manoo scritto, in "Civilt~ Modero~", 1941. O capítulo 5 é de grande importância não só para a filosofia antiga e para os comentadores das obras de Aristóteles, como os comentários de Teofrasto, de Alexander de Afrodisias, de Simplício e Themístius (...) entre outros, mas também para a filosofia do mundo árabe e da Europa latina. Sabe-se que Aristóteles não escreveu um tratado próprio sobre o intelecto, embora possam ser encontradas várias observações acerca do intelecto em suas obras. Buchs von De anima (430a10-19) unterscheidet Aristoteles zwischen dem νοῦς ποιητικός (nous poietikós), von den Lateinern intellectus agens (tätiger Intellekt) genannt und dem νοῦς παθητικός (nous pathetikós), von den Lateinern intellectus passivus oder auch intellectus possibilis (möglicher Intellekt) genannt, gemeinhin bekannte technische und philosophische Begriffe. Dieses 5. Kapitel ist von grösster Bedeutung nicht nur für die antike Philosophie und die Kommentatoren der Werke des Aristoteles wie die Kommentare des Theophrastus, des Alexander von Aphrodisias, Simplicius und Themistius unter anderen, sondern auch für die Philosophie der arabischen Welt und des lateinischen Europas. Bekanntlich hat Aristoteles keinen eigenen Traktat über den Intellekt geschrieben, obgleich sich viele Beobachtungen zum Intellekt in seinem Werk antreffen. Selbständige Traktate über den Intellekt beginnen mit Al-Kindi, Al-Farabi, Avicenna und besonders Averroes, die sich in den lateinischen Traktaten, z.B. des Albertus Magnus, Thomas von Aquin, Siger von Brabant und anderen zustimmend wie kritisch widerspiegeln. The dominant position of science in our culture has ended. In our postmodern world, belief that science will provide the answer to our problems and that progress is inevitable has been shaken, if not toppled. Optimism has been replaced by realism, creating a milieu for the development of intelligent Christian belief. Participating in the Trinity Institute's conference on ÒThe Church in a Postmodern Age, these six prominent scholars explore the breakdown of the basic tenets of the Enlightenment, the sorry state (...) of biblical literacy in our culture, Christian faith in a pluralistic world, the relevance of the Bible today, and the role of the church in our age. Nonetheless, I still find Lacroix' thoroughgoing teleological interpretation of Kant a bit bothersome, at points strained, although there is little doubt that teleology plays a large part in Kant's thought with respect to the realm of reason. Moreover, I'm not convinced that Kant's thought is as unified and internally (...) consistent as Lacroix would like to find it. In all fairness, however, it should be mentioned that he does not ignore the inconsistencies in Kant's thought. Lacroix' Kant interpretation certainly warrants serious consideration, for it has at least two outstanding features: It makes Kant's doctrine of the noumenal realm much more palatable than most other interpretations. Secondly, it goes a long way toward drawing out the full significance of Kant's comment, "I have therefore found it necessary to deny knowLedr in order to make room for jaith." And it is only by bringing out the significance of this statement that Kant's work can be shown to be primarily metaphysical in intention. Finally, the work's greatest virtue may be that it pulls the shroud of formalism off Kant's thought and shows it to possess a dynamic concern for living man, a concern that few, if any, have seen in it before. Incidentally, Lacroix' book is full of observations on the reception and interpretation of Kant's thought by various twentieth-century French philosophers, and these offer some nice insights into the different directions French thought is taking today. TED B. HUMPHREY Arizona State University Wordsworth--A Philosophical Approach. By Melvin Rader. (Oxford: The Clarendon Press, 1967. Pp. x -4-217.38s.) Wordsworth's poems have brought tears to many a rational mind, but Melvin Rsder manages to keep sane and sober while he expounds the poet's ideas in plain prose and interprets critically the wealth of feeling, imagination, metaphor and myth in which the ideas are clothed. This rendering of Wordsworth's mind is eloquent in its own way, sad performs a useful service to readers who are apt to miss the train of thought within the flow of poetry and of communion with the landscapes of the English Lakes. The analysis shows how, after an early enthusiasm for Locke's and Hartley's "chemistry" of experience, the poet expresses philosophically dimensions of human nature and experience that had been neglected by the more clinical models of "association~sm." Wordsworth's own statement reveals this aspect of his thinking: "Imagination...is that chemical faculty by which elements of the most different nature and distant origin are blended together into one harmonious and homogeneous whole" (p. 139). Here the words "different" and "d'tstant," as Racier points out, exclude the types of association by resemblance and contiguity that are basic to Locke and Hartley. The hberation of Coleridge, and the imaginative transcendence of Wordsworth from these limitations of rationalistic empiricism is a major theme of Rader's work. However, Ruder shows that much of Wordsworth's naturalism is traceable to Hartley's influence. Cudworth's "dynamic idealism" which pictured nature as alive and insisted on the power of ideas, was another major source. Shaftesbury's analysis of the emotional aspects of human nature which his tutor, John Locke, excluded from his Essay because they are not in "the understanding" was also an inspiration to Wordsworth. The definite conversion to transcendentalism was completed by the Kantian romanticists, who suggested to Coleridge that the categorical imperative could be transformed into an a pr/or/gospel. The subsequent divergence of Coleridge and Wordsworth is described in detail by Ruder, and reveals the fact that naturalism retained a stronger hold on Wordsworth than it did on Coleridge. Wordsworth did not follow Coleridge into his romantic spiritual nationalism, but developed a nature-mysticism and "animism" (to use Rader's term). Though this mysticism is not an articulate philosophy, Rader follows it with sympathy and under- BOOK REVIEWS 187 standing. An edition utilizing all three sources seemed to be called for. 2. The Crapulli edition offers (a) a careful introductory study of the three sources; (b) the Regulae in the newly established Latin text, with the Dutch translation on facing pages and the variants in the footnotes; (c) notes containing the editorial apparatus; and (d) (...) an Appendix giving the contemporary texts relating to the Regulae more fully than does AT. 3. The Crapulli edition is superior by virtue of the meticulous care and balanced judgment that went into it, and because of its use of all three sources. One unexpected result is a much smoother, more idiomatic and therefore more readable Latin text. However, meaning is affected only in a few instances, despite the large number of new readings. Excepting trivial emendations (changed word order, better grammar, etc.) I find some twenty-two materiM changes. 0nly seven or eight of them alter the meaning significantly; none of them affects a vital text. Three examples must suffice (I cite page and line in AT, Volume X, and italicize CrapuUi's reading): 368.13 inductio/deductio; 448.26 relatum/rotatum; 46725 discursu/ decursu. 4. Scholars and translators will henceforth have to work with Crapulli's version, using their judgment where he, too, had to resort to conjecture. But Scholars are unlikely to abandon the habit of citing AT as well--it would make the use of earlier work difficult. Unfortunately Crapulli does not give a tabular concordance between his edition and AT (though he indicates the AT pagination), and the complex organization of his book makes correcting one's AT volume extremely time-consuming and tedious. It would be appropriate for the editors of the revised AT edition to provide such a concordance. Meanwhile a short list of the more significantnew readings may be obtained from this reviewer. This volume is a detailed, critical examination of the various drafts of Hobbes's De Corpore from 1636to 1655,taking into account a series of his unpublished manuscripts that are devoted to the subject matter of that treatise. Most important among these (with presumed dates) are : De Principlls Cognitionis et Actionis (1636); Logica (1645); Philosophia Prima (De Motu, Loco, et Tempore) (1646); First Draft of De Corpore (1648-49); Revision of this version (1651); Published version, De Corpore (1655). The first of these is known only through an English summary, discovered by Mario M. Rossi and discussed by him in his L'evoluzione del pensiero di Hobbes aUa luee di un nuovo manoo scritto, in "Civilt~ Modero~", 1941. The implications of Scholastic nominalism, of Grosseteste)s "metaphysics of light", of the Renaissance idea (adopted by Francis Bacon) that the mind is a mirror of nature, and the new French geometry, are all considered by Hobbes. They yield two very different philosophies of science, with both of which Hobbes works: (a) the hypothetical nature of scientific knowledge; (b) the conventional nature of its basic concepts. This new edition of Introduction to Lattices and Order presents a radical reorganization and updating, though its primary aim is unchanged. The explosive development of theoretical computer science in recent years has, in particular, influenced the book's evolution: a fresh treatment of fixpoints testifies to this and Galois connections now feature prominently. An early presentation of concept analysis gives both a concrete foundation for the subsequent theory of complete lattices and a glimpse of a methodology for data analysis that is (...) of commercial value in social science. Classroom experience has led to numerous pedagogical improvements and many new exercises have been added. As before, exposure to elementary abstract algebra and the notation of set theory are the only prerequisites, making the book suitable for advanced undergraduates and beginning graduate students. Very few people who read Carl Schneider's The Censor's Hand: The Misregulation of Human-Subject Research will have a neutral opinion of his book. Schneider defends the radical thesis that the system of regulating human subjects research is not just broken but deeply misguided and therefore needs to be abolished. While some researchers who are frustrated with the current regime will welcome Schneider's scathing critiques of institutional review boards and the regulations they enforce, those who view the status (...) quo as a necessary, though perhaps flawed, means of protecting human subjects will recoil from his arguments and conclusions. Schneider rejects reform efforts, such as the proposed revisions to the Common Rule, as likely to be short-lived and ineffective. He argues that professional self-regulation and tort law can do a better job of protecting human subjects and advancing research than government regulation. (shrink)

SCHNEIDER Claremont, CallJornia Pierre Bayle, Historical and Critical Dictionary selections. Translated with an Introduction (...) and notes by Richard H. Popkin. (New York: The Bobbs-Merrill Co. Pp. xliv q- 456.) This new edition of selections from Pierre Bayle's famous Dictionnaire will be welcomed by historians and philosophers alike. In it we find a representative sample from the book that was both the inspiration and despair of much of eighteenth-century thought, and that still presents modem man with both questions and methodological acid that makes it difficult to find or accept "truth." The young readers who will meet Pierre Bayle for the first time in these pages will find him to be the skeptical philosopher, the ribald, sometimes lewd, even pornographic storyteller, the detached scholar who prowled through the history and the ideas of men, dissolving all certainty by analyses that peeled off layer after layer of belief until the core itself was exposed as naive or ridiculous. Had Professor Popkin done nothing more than provide us with these excellently chosen selections from the Dictionnaire, we would all be in his debt, for he gives us a chance easily to bring this important work to the attention of our students. But this volume is considerably more than simply a selection. Professor Popkin's Introduction is an important statement in the controversy over Bayle's personal beliefs and involvemeat. For more than two decades a large literature has portrayed Bayle in many different guises: for some he was still the skeptic who intentionally forged the weapons with which Voltaire and his colleagues assaulted the Judeo-Christian traditions of European men; at the other extreme he was a devout Huguenot who merely wanted to do for the Calvinist world what Bishop Huet and other Catholic skeptics did for the Catholic one, namely to prove the necessity of accepting the Christian beliefs on faith since absolute knowledge was impossible. Professor Popkin has learned Bayle's methodology too well to allow himself to be trapped by a simple explanation. He refuses to identify Bayle with a Kierkegaard or a Lamennais whose ideas would dissolve under Bayle's pen just as did Pascal's and Jurieu's. But where are we to find the secret of this man who lived out his life as a member of the French Reformed Church in Amsterdam while he unfolded the absurdity or naivet~ of every intelligible Christian theology? The problem becomes more perplexing when we note his obvious sympathy for both Manicheanism and Judaism. Could he have been the last of the Cathars or a secretly converted Jew? Popkin calls attention to Bayle's interest in and affection for Maimonides' work which he translates "Guide for the perplexed", but which could be translated "Guide for those who have lost their way" or in our parlance, "the derailed." In a way Bayle's Dictionnaire was itself a "Guide" for men in trouble with their beliefs. But Bayle's approach to this problem must be understood in light of his own discussion of religion "of the heart" and religion "of reason." Like Madame Labrousse, Popkin is much impressed by the simplicity of Bayle's last words, written on the day he died, in which he described himself as "a Christian philosopher convinced of and pierced with the mercies of God.... " The statement omits all the im~ portant theological propositions of Christian theology as well as any emotional feeling. We must see Pierre Bayle as an erudite, unemotional man whose "religion had no expressed or expressible content.., but was only in the heart in some quiet unemotional way.... " Popkin sees him as "a quite Erasmian scholar, living out his days in the city of Erasmus, examining man's intellectual heritage and intellectual world.., by patient erudition [undermining] man's intellectual frame of reference while remaining secure and tranquil in his unemotional religion of the heart." In this paper, I consider a variety of objections against the covering-law model of scientific explanation, show that Aristotle was already aware of them and had solutions for them, and argue that these solutions are correct. These solutions involve the notions of nonHumean causality and of essential properties. There are a great many familiar objections, both methodological and epistemological, to introducing these concepts into the methodology of science, but I show that these objections are based upon misunderstandings of these concepts.
